I've got an old Certina that is looking a bit worse for wear. What is
the best way to polish the case up? Some sort of buffer? Get a man in?

depends on what sort of finish it has, polished or grained, case is
solid stainless steel or plated

with a solid stainless or gold case I would use emery to remove the
worst of the scratches then polish the case on a buffer with a tripoli
mop then rouge on a softer mop, if the case has a grained finish then I
would use a buff stick with say 180 grit emery to do a grain finish.

with a plated case you have to real careful not to polish through the
plating
